Conference Of Rulers Scholarship

History of the Conference of Rulers Scholarship (Scholarship Fund)


The Conference of Rulers Scholarship was established on 31 August 1949 at the 8th Conference of Rulers meeting. Accordingly, the Conference of Rulers Scholarship Fund Regulations were established. The meeting of trustees of the Conference of Rulers Scholarship Fund was changed to the Ruler and Governor Scholarship Fund. On 12 May 1983, an act called the Raja-Raja and the Yang di-Pertua- Yang di-Pertua Negeri Higher Studies Scholarship Fund Act 1983 (Act 284) was enacted. Its control and management were placed under the jurisdiction of the Keeper of the Rulers’ Seal, who is also secretary to the Board of the Scholarship Fund.

LAccording to Section 5 (1) of the act, the Board of the Scholarship Fund consists of a Chairman and four other members to be appointed by the Council from among the Menteri Besar and Chief Ministers for a term of two years and shall be eligible for re-appointment. The Chairman shall preside at all meetings of the Board. The Board shall meet at least three times in a year and at any meeting of the Board, the Chairman and two members shall form a quorum. The Keeper of the Rulers' Seal shall be the Secretary to the Board. In 2009, the Board of the Scholarship Fund comprised :-

1. YAB Menteri Besar Negeri Sembilan Chairman
2. YAB Menteri Besar Pahang Member
3. YAB Menteri Besar Perak Member
4. YAB Menteri Besar Selangor Member
5. YAB Ketua Menteri Melaka Member

The main function of the Scholarship Fund is to provide scholarship, bursaries, grants and other financial assistance to students pursuing their first degree education at public higher educational institutions. The number of students being offered a scholarship is limited to available funds. This scholarship is only offered to students who obtained excellent results in the Malaysian Higher School Certificate/Matriculation examinations. The prospective candidates may pursue studies in various disciplines such as medicine, technology, science and arts. The eligible candidates will be those deemed qualified by the Public Service Department (PSD).

Conference of Rulers Scholarship


Scholarships were first issued in 1967 to three students and the payment rate was according to PSD scholarships. Scholarship payments by the Fund Board are according to the same payment rate made by the PSD with an additional RM200 per student. The total number of students recruited from 1967 to the 2018/2019 session was 490 students.

Royal Education Award (Medal of Excellence)



The 145th Conference of Rulers meeting (day 2) which convened on 6 November 1988 passed a resolution to establish the Royal Education Award (Medal of Excellence). The purpose of this award is to bestow the highest recognition on graduates who achieve outstanding academic performance and for the following criteria:-
  • Overall examination results;
  • Co-curricular activities;
  • Attainment of other awards;
  • Recommendations and reporting from the Dean of Faculty concerned; and
  • Good behaviour
The Medal of Excellence was first introduced in 1989 to seven public higher educational institutions, i.e. two graduates per university comprising one bumiputera and one non-bumiputera. Each award recipient will receive:-
  • A gold medal worth RM1,000;
  • RM1,000 cash; and
  • Certificate
The cash award has been increased to RM2,500 and RM5,000 in 1995 and 2009 respectively. To date 567 graduates from 19 institutions have received the Royal Education Award (Medal of Excellence).

Yang di-Pertuan Agong Scholarship

Since 2006, the Public Service Department (PSD) has impemented a new programme called the Yang di-Pertuan Agong Scholarship or the King Schorlarship following the decision of the Prime Minister on 3 November 2004, which was approved by the Conference of Rulers meeting on 16 March 2005.

This scholarship is introduced to recognise the exceptional skills of candidates wishing to pursue their postgraduate studies (Master’s and PhD), particularly in the field of science and technology, either locally or abroad.

The inaugural award presentation ceremony of the Yang di-Pertuan Agong Scholarship to five (5) candidates for the Master’s and Doctoral programmes respectively was held on 29 September 2006. It was officiated by His Majesty the Yang di-Pertuan Agong at the National Palace. The recipients were also introduced to Their Royal Highnesses the rulers, Their Excellencies the Yang di-Pertuan Negeri and the Prime Minister in a special ceremony prior to the banquet in honour of the Conference of Rulers meeting at the National Palace.
